China–Hong Kong Dual License Plate Application
A dual license plate refers to a vehicle license plate that allows a vehicle to travel between Hong Kong and Mainland China, commonly known as a China–Hong Kong dual license plate or Guangdong–Hong Kong dual license plate.
I. What Is a China–Hong Kong Dual License Plate?
- A China–Hong Kong dual license plate is a special vehicle license plate that allows vehicles to legally travel between Guangdong Province and the Hong Kong Special Administrative Region. It enables eligible vehicles to make cross-border journeys and generally includes “Yue Z” plates for Hong Kong vehicles entering Mainland China and “FV” plates for Mainland vehicles entering Hong Kong. This licensing arrangement is designed to facilitate economic exchanges and the movement of people within the Guangdong–Hong Kong–Macao Greater Bay Area (GBA).
II. Types and Features of China–Hong Kong Dual License Plates
- Yue Z License Plate：
The “Yue Z” license plate refers to a vehicle registration code associated with Zhuhai City, Guangdong Province, China.
In Chinese vehicle license plates, the first Chinese character represents the province, while the letter indicates a specific prefecture-level city within that province:
Yue ＝ Guangdong Province
Yue A ＝ Guangzhou
Yue B ＝ Shenzhen
Yue C ＝ Previously used for Zhuhai
Yue Z ＝ Zhuhai’s newer vehicle registration code (currently in use)
- FV License Plate:
An FV license plate is a special China–Hong Kong / Guangdong–Hong Kong cross-border vehicle license issued for Mainland China-registered vehicles traveling to and from Hong Kong.
In other words, an FV license allows an authorized vehicle to travel between Mainland China and Hong Kong through designated legal border crossings. It is commonly referred to as a “dual license plate.”
III. Main Uses and Benefits of China–Hong Kong Dual License Plates

A China–Hong Kong dual license plate allows authorized vehicles to legally travel between Mainland China and Hong Kong. IV. Eligibility Requirements for China–Hong Kong Dual License Plate Applications
- The eligibility requirements for China–Hong Kong dual license plates (such as FV license plates / Guangdong–Hong Kong dual license plates) are relatively complex and vary depending on the type of application, including whether the vehicle is traveling from Mainland China to Hong Kong or from Hong Kong to Guangdong, whether the applicant is a company or an individual, and whether the vehicle is intended for commercial or private use. Based on publicly available information, applicants are generally required to meet the following conditions:
- Eligible Applicants:
The applicant must generally be an enterprise registered in Guangdong Province, including state-owned, collectively owned, privately owned, or other eligible enterprises.
- Tax / Business Scale Requirements:
The applicant may be required to meet a specified tax contribution threshold for the preceding year. For example, an enterprise may need to have paid at least RMB 1 million in taxes to qualify for a business vehicle quota, which is generally limited to one vehicle.
- Vehicle Type and Specifications:
Eligible vehicles are generally required to be small vehicles, such as passenger cars or small passenger vehicles, and must comply with applicable requirements regarding seating capacity, vehicle length, vehicle type, and other specifications. Depending on the applicable rules, the seating capacity may generally be limited to seven or eight seats or fewer.
- Restrictions on Use:
Such vehicles are generally approved for business purposes, including corporate operations and cross-border business activities. Eligibility requirements may therefore differ from those applicable to vehicles intended solely for ordinary private use.

- Insurance and Compliance Requirements:
Vehicles entering Hong Kong or Mainland China must comply with the applicable insurance, vehicle inspection, registration, and customs clearance requirements of both jurisdictions, including relevant compulsory motor vehicle insurance and vehicle inspection requirements.
